Dog Attack Shootings - Who Can You Blame

What happens when you are attacked by a dog that is not your own?  Sometimes depending on the circumstances, the dog owner or property owner may be liable.  Recently the police had to shoot a pit bull after it attacked a couple who were caring for the dog in their own home.
